Gayan Lakpriya Perera — Founder & sole architect. Attorney-at-Law and former State Prosecuting Counsel of Sri Lanka (7 years, 3,000+ matters across 10 High Courts); LLB (Hons), University of London; USAID-trained in SGBV and human-trafficking law. Founder and Director of the Policy Pillar NGO, recognised in the European Investment Bank Complaints Mechanism Annual Report 2024. Currently regulatory strategy lead for a 150MW utility-scale solar consortium.
The origin (for features)
As a prosecutor in Sri Lanka's rural courts, the founder met a daily-wage mother who borrowed 4,000 rupees from a village loan shark each time she had to attend court — because no formal financial product existed for her. That day, the judge and prosecutor created a small fund for mothers and children who came to court with nothing for food or the journey home. That court fund was the conceptual seed of Bhoomi.
